As however the existence of such necessity is a matter of fact, and it might be true that whether within or without the jurisdiction of the Colony there are dangers to navigators materially affecting the interests of the Colony might be held to justify the expectation that the latter should take upon itself the expense of creating lights required to protect navigators against those dangers, I thought it advisable to call on the Harbor Master, a very competent Officer in the Colony, and a very competent Officer to report the Number of wrecks in the adjacent waters during the last ten years.
I enclose his Memorandum in reply, from which your Lordship will perceive that three vessels only in the last ten years have been wrecked within the radius of the Lights proposed by Commander Petch, and that all three wrecks (two of them being Her Majesty's Ships) took place during the day.
